Next Mountain Housing Council Meeting: January 15th
Join us for the next Mountain Housing Council (MHC) meeting to hear updates on new funding streams for housing through the Town of Truckee’s Measure K and the formation of the Tourism Business Improvement District. We will also hear from the Tahoe Regional Planning Agency about their new Housing Cost-Reduction Tool, MHC’s 2021-22 state policy priorities, and an overview regarding the scope of work for MHC’s Regional Housing Implementation Plan.

This is the time for Mountain Housing Council to align with State partners and ensure that housing is a top priority in the State Legislature. Not only are we on the precipice of a homeless crisis if the eviction moratorium expires, but we could face another surge of COVID-19 cases. A recent UCLA study found a direct link between housing displacement and greater transmission of COVID-19.

HOUSING ACTION:
Upcoming Bill to Extend Eviction Moratorium
California’s eviction moratorium approved by the legislature (AB 3088) is due to expire on January 30, 2021. AB 15 (Chiu) introduced in the legislature would extend AB 3088 to Dec 31, 2021.
New Laws in Effect for the Town of Truckee
Short Term Rental (STR) Program: Beginning January 1, 2021, all short-term rentals in Truckee will be required to apply for an annual transient occupancy registration certificate, adhere to STR ordinance standards and collect and remit quarterly Transient Occupancy Taxes.
Tourism Business Improvement District (TBID) Formation Started
Placer County Board of Supervisors voted to start the formal process to create a TBID in the North Lake Tahoe region. If the board adopts a resolution of formation after the public hearing process, then $3.9 M would be available for housing and other local priorities.
PROJECTS IN THE WORKS
Frishman Hollow II
Construction on this project is 82% complete with an anticipated completion date sometime late spring. Site-work construction has been paused for the winter and will continue again when weather allows. The building interiors are expected to be finished in late February or early March. Frishman Hollow II’s 67 affordable units are for households earning 80% AMI or lower and are located in Truckee.
Hopkins Village
Application for the purchase process opens February 15, 2021. Fill out the interest form when the application process opens. Hopkins Village, a new for-sale housing development located in Martis Valley, will sell to the Tahoe-Truckee workforce. Forty units (20 half-plexes), each containing 3 bedrooms, 2.5 baths, and a garage, will be constructed and sold entirely to local workers with a sale price of $550,000.
Soaring Ranch Update
The project’s second phase proposes 69 multi-family housing units, of which 8 units will be affordable. At full build-out, Soaring Ranch’s 199 housing units will be prioritized to full-time, local residents, with 26 of the housing units being prioritized for local, first-time homebuyers. The project is still pending approval by the Town of Truckee and will be an item at the next Planning Commission Meeting on January 19th.
