Regional Housing Implementation Plan
Developed over a year in collaboration with local jurisdictions and stakeholders, the Regional Housing Implementation Plan goes beyond traditional housing inventories. This innovative plan introduces the “Achievable Housing for All” (AHA) process and a comprehensive framework called the “HUB” to enhance housing readiness and coordination among developers and communities.
Development Impact Fees
Development Impact Fees are charges imposed on new residential and commercial construction by local governments and special districts. To assess whether these fees are a barrier to building achievable local housing and to explore potential incentives, MHC conducted a six-month planning process, hiring Hansford Economic Consulting (HEC) for a study. This work group included 10 of the 18 fee-charging entities in the region and other local stakeholders, resulting in recommendations based on extensive discussions and analysis of fee-related issues.
Advocacy
The State and Federal Policy Platform outlines MHC’s advocacy efforts regarding policies that affect achievable local housing in the North Tahoe-Truckee region. Developed by a policy action team with support from Sierra Business Council’s Government Affairs program in 2018, the platform was updated biennially.
Short-Term Rentals
MHC created the Short-Term Rentals White Paper to assist decision-makers and the community in understanding the impact of short-term rental units (rented for fewer than 30 days through platforms like Airbnb and VRBO) on housing in the North Tahoe-Truckee region.

Accessory Dwelling Units
MHC has conducted research on Accessory Dwelling Units, or ADUs. The ADU White Paper details MHC’s findings and highlights how ADUs can serve as a valuable tool to increase housing inventory throughout the region.
Achievable Local Housing
Achievable Local Housing is a framework developed by the MHC in 2017 to define the range of unmet housing needs in the region.
